There are 3 airports near (enough) to DC:
DCA is right on the subway/metro and easiest to access. Usually most expensive.

to the taxis and shuttles, there are public transport options for getting in.

from anywhere to somewhere on DC Metro.
Train Travel DC
Amtrak delivers you right into town,
Union Station, on the metro.
